We should have Pylint configuration and support whenever python files are modified and should integrate them with VSPERF commit gate

Don't use Pylint.rc file for current TOIT. Add a non strict configuration to start.

Can run pylint with 0 reported errors. Any legitimate false positives should be resolved with the syntax specified in the contributing guide.
