Enhance VSPERF to allow running against hardware accelerated OVS implementations in addition to software OVS.

The major part of the changes would be in how VSPERF is installed and changes in initialization to correctly initialize the smartNIC. (The specific NIC proposed here is the Netronome Agilio card).
