LTD.Throughput.RFC2544.Profile refers to the metric "maximum forwarding rate" but implies that this is the zero% loss rate, which would be the Throughput level (MFR is usually higher than Throughput, because MFR allows losses). It may be that MFR and Throughput are just interchanged in the last two paragraphs of the description.

Section 3.7 RFC 2285 gives this example:
      (A) (B)
      Test Device DUT/SUT
      Offered Load Forwarding Rate
      ------------ ---------------
      (1) 14,880 fps - MOL 7,400 fps - FRMOL
      (2) 13,880 fps 8,472 fps
      (3) 12,880 fps 12,880 fps - MFR

where MOL is Maximum Offered Load. In the case (3) above,
MFR might be equal to Throughput, but Frame Rate is just an
observation on egress ports, and doesn't carry the zero-loss requirement of Throughput.
